Can a owner receive access to the appraisal report?

If they did not initially order the appraisal, then no. The seller will only get an issuance of the appraisal report if the buyer instructs the appraiser to share the appraisal. The buyer is allowed to share the report to the selling side as a broker instrument should the market value report back lower than the purchase price.

Will my appraiser need access to our roof?

No. Only home inspectors would be obligated to perform a walk on the roof. If they believe that your roof may need additional review they will comment on it within the appraisal report. If the appraiser finds that the roof may not be in sound condition, they will be required to make note of it inside their report.

How does the appraisal estimate of my home affect my property taxes?

Certainly not! A home appraiser is required to maintain confidentiality with the customer, which would commonly be you (if you ordered the appraisal) or the bank (in a financial related appraisal), not the local tax authorities. The only instance in which an appraisal value would consequently impact taxes would be in the case of a sale and that would only be if you bought at the price of the appraisal.
