Does the owner receive access to the appraisal?

An appraiser’s customer is the sole person that a home appraiser will send the report to. The home seller will only get a release of the report if the buyer desires to divulge the appraisal. The home buyer can show the report to the selling party as a negotiation tool should the price end up lower than the purchase amount.

Can I get a copy of the appraisal from my bank?

Your bank is required by law to supply you with a copy of the appraisal. The Equal Credit Opportunity Act (ECOA) requires creditors to automatically send a free copy of house appraisals and all other documented valuations of the home after they are finished, regardless of whether credit is extended, denied, incomplete, or withdrawn.

Is it an issue if the appraisal comes in more than the sales contract?

Lenders will commonly use the sales amount or the appraised value, whichever is less, to set your Loan To Value. So if the appraisal report comes back equal to, or higher than the contract price then all is fine and the purchase amount then establishes the Loan-to-Value. The bright side is that you suddenly have established equity in the house. The only persons that will see the appraised price are you and the bank so the seller will never know the appraisal price was above the contract price.
