Can the home seller ask for a copy of the report?

The only group that is given a copy of the appraisal by an appraiser is their client. The home seller will only get an issuance of the report if the borrower desires to share the report. A prime scenario would be when the appraisal comes in below the selling price and the buyer divulges the report to the owner.

Can my neighbor’s property lower the appraisal price?

This depends on what the issue is. Buyers usually consider the curb appeal of a property and having a unsightly house adjacent to yours may influence their view. This would be listed as an external obsolescence and would have an unfavorable impact on your home’s value. But in reality, it will prove largely difficult for an appraiser to place a dollar value on such a feature, meaning they might just document it within the report but not actually subtract an amount.
